My fiance is doctor in syria, and he will get a green card, can he do nursing test insted of usmle test?

my fiance is from syria, and i am doing his paper work to come o united estate. he is a doctor. i want to know if he is allowed to give nursing test instead just in the begining so he can work and save money.
