Does the genetic code refer to the sequence of bases in the RNA molecule?

False: The term genetic code does indeed refer to the DNA strand. RNA strand is usually referred to by the sort of RNA produced, for instance, rRNA is ribosomal RNA. tRNA is transfer RNA and so on. The genetic side refers to the DNA component which is used as a template to produce the RNA strand.
