When a person is removed from your messenger contact list are they still able to see when you're online?

I ask this because I've removed people from my contact list b4 (not blocked them though) and I've noticed that they still send me IMs. Does that mean they can still see me when I'm online, or is it that the only way to truly remove them is to block them? H E L P
